On October 9, 2024, the Department of Personnel and Training (DoPT) issued Office Memorandum No. 104/76/2024-AVD-IA outlining revised procedures for addressing complaints against government officials. Here’s a summary of the key points:
1. Anonymous Complaints: Complaints without identifiable details (name and address) will be filed without action.
2. Non-specific Allegations: These will also be filed without verification of the complainant’s identity.
3. Processing of Specific Complaints: Complaints with specific allegations of corruption will be handled by the Chief Vigilance Officer. Non-vigilance matters will be processed by senior administrative officials.
4. Complainant Verification: All complaints will be sent to the complainant for confirmation. If no response is received within 30 days, the complaint will be classified as pseudonymous.
5. Timely Action: Ministries/Departments must decide on further examination of complaints within three months.
6. Sharing Complaints: If further action is taken, a copy of the complaint will be shared with the accused within 15 days.
7. State Government Complaints: Complaints involving All India Services (AIS) officers will be forwarded to relevant State Governments for action.
8. Review Committees: Each Ministry/Department will form a committee to monitor complaint handling, ensuring expedience in decision-making.
9. High-Level Scrutiny: Complaints against Secretaries will be scrutinized by a group led by the Cabinet Secretary.
These guidelines aim to streamline the complaint handling process and ensure accountability within government services. For further details, refer to the official memorandum.
