Key Features of the APGPS

The primary goal is to provide financial stability to these employees upon retirement.

1. Guaranteed Pension Benefits

  • The APGPS ensures that retirees will receive a guaranteed monthly pension, which consists of two components:
    • The annuity component (based on the employee’s pension plan)
    • The top-up component (to make up any shortfall).
  • The Act also guarantees a spouse pension, which will provide 60% of the retiree’s guaranteed pension to the surviving spouse upon the retiree’s death.
  • A minimum pension of ₹10,000 is assured, with provisions for cost of living adjustments based on inflation.
  • A healthcare scheme is also available for retired employees.

2. Eligibility Criteria

  • Employees must serve a minimum number of years to be eligible for pension benefits, such as 10 years for superannuation retirement and 20 years for voluntary retirement.
  • Those who resign or are dismissed from service are not eligible for these benefits.

3. Registration Process

  • Current NPS subscribers must opt into the APGPS within a specified period, while new employees joining after the Act’s notification must subscribe to it when they join the service.
  • This system does not affect the existing NPS contributions made by both employees and the government.

4. Spouse Pension

  • Upon the retiree’s death, the surviving spouse will receive a pension that includes both the annuity and top-up components, ensuring continued financial support.

Operational Details

The government will designate offices responsible for recordkeeping, administration, and grievance redressal related to the APGPS.

Further, rules detailing the functioning of the system will be made under the Act to ensure smooth implementation.
